Western military personnel and private military contractors fighting for Ukraine are complaining of inability to adapt to linear battles. This is because for over 20 years they had reconfigured tactical battlefield operations to fighting terrorists insurgencies and other low intensity conflicts. This is the bane of technocrats admitted into the government in Abia. These technocrats can perform well administratively but do not understand the dynamics of the public political battlefields.
"TechnoPol" is a term coined by Yergin and Stanislaw in their book, " The Commanding Heights". This term was used to describe the conflation of technocrats and politicians as one, operating in developing countries of Asia. These guys designed and championed socioeconomic development and egalitarian prosperity for their people. These TechnoPols were technocrats and at the same time politicians. They had the knowledge, skill and talents and also were people-centric. In Abia, Otti has many technocrats who exist in insular and linear political battlefronts yet, the government wobbles. Their contributions to the egalitarian prosperity of the people is suspect. Why is it so? I think it's because he has merely focused on a top down view of the government.
With the kind of less optimal sophistication of the average political Abian, Otti and his technocrats are not aware that negative information concerning them is gradually seeping into the affective domain of Abians. The technocrats have no reasonable proactive capacities to manage public opinion rising against the government. Their belief that the assertion of substantive correction and demonization of the past is key yet, public commendations is waning not with a bang but slowly.
The essential rightness of their thinking may be an essential blindness of the rightness of their estimates.
TechnoPols bring coordination to governance only when they are in touch with the people and not reactive to political events around them. With the confirmed failure of Abia Government Public Communication System despite their technocrats, the Governor has now become the punch pad of the opposition. Otti's secret privileges are now violated. Unsubstantiated public spending remains unanswered and a new Abia is fast becoming a juridical offspring of the past.
Otti should quickly change behavior and move beyond a self-all-knowing governance approach. Recruit real TechnoPols in his government that can extract reality from our public spaces and drive a government of purpose. Let him not think the public impression building gradually as mistaken. There are accumulative opportunities he can leverage on which are primed on the confidences built on socioeconomic progress and the organized administrative structures he has created.
The politico-bureacratic elites or wealthy businessmen connected to the government may say no to this but the decline may happen with a whimper and not a bang.
